IT looks like I have two water tanks they are side by side with a 1/2inch pipe connecting them am I correct? If so how does the other one fill?

Can't say if you're correct without photos, but it sounds logical. Depending on where the interconnect is, both should fill together.

I have two tanks in my 85 Regal and there is a shut off valve between the two of them. When I fill the fresh water tanks I also open the fresh water fill on the outside of the Barth to help the fill process.

when I fill them they can and do run out of two overfill pipes that come out of the bottom of the coach (I found out by overfilling them)

On mine, the only thing that happened was a buzzer. I often thought of wiring in a relay to let the buzzer signal shut off the fill valve.

The fill valve(s) on ours are all in the water compartment. These are manual valves that allow filling of one tank or the other, or both at once. The auto-fill switch is just a buzzer to warn you the tanks are full. It will go to an overflow tube if you overfill the tanks.
We have only one water hookup, it is on the street side.

Our two tanks fill together because they are connected to a common fresh water dump valve near the bottom of the tanks. Is this not common among Barths?
