On an 88' Regal (P-30), I tried to put the battery charger on my house batteries this morning. Acted as if I had a dead short, but then I heard a motor running.

Somewhere near the front wheel nearest the batteries, there is an electric motor running. Transfer switch is off.

I didn't have time to crawl under, since I had to come to work.

Any ideas?

I wonder if the transfer is really off. I don't trust those things.

Compressor for horns or air bags?

Bill H. was right again. Some helpful soul had turned on the compressor for the air bags. Darn thing isn't even connected to the bags, but it does a dandy job of drawing down the batteries.
