Ed, is the design on a 91 28' Breakaway the same?

This further reinforces my dislike for short Panhard bars. I have always disliked them for theoretical reasons, but now I have an example to point to. A longer bar would put less force on the frame during normal up and down suspension travel. Of course, in a sway-reduction situation, the frame attach point forces would be pretty much the same, since it is a side thrust issue, rather than an angular displacement issue.

see if there is any way to lessen the fight between the spring movement and the panhard rod.

Full-width Panhard bar? (sotto voce)

No, the diff is not the same as mine (Dana 80 vs. Eaton 15040s) and although the frame attachment point should be similar, the bar is probably twice as long as mine. Hence, the displacement forces would be at least 1/2 of what a shorter bar (like mine) would exert.
