my front ac fan is not turning. To check it out do I go at it from the roof or inside? (85 regal)

Roof. Typically: remove the outside weather-cover (screws around the base lip). You're looking at the package; the squirrelcage is inside a sheetmetal surround. Remove sheetmetal screws in the top flap and you're looking at the fan. While you're at it check the condenser fins. (Paint the fiberglass weather-cover a pretty body-color OR redo the faded white paint. Now do the same to the rear.)

Also look for cracks around the mounting holes. I often see the carcass of an air conditioner hood alongside the road. Now might be a good time to lay a little epoxy-soaked glass cloth over the hole area. Let it set up and redrill the hole after it is hard.

apparently someone was worried about the screw holes because they seled the entire perimeter with a cloth based (fiberglass?) sealent.
