I replaced the big back-up lights on rear bumper with small LEDs. They are not (yet) working but I notice the back-up alarm doesn't work either. Should I be starting with a sender of some kind from the transmission?

Some backup lights have integral alarms; yours might have been one.

Don't think so. Back-up lights were like the big honkers on front as driving lights and fog lights.
