Could that have been a Civil Defence or news vehicle? The rear end could have held a dish antenna for communications.

looks just like a satilte uplink even the side door looks like you so you could get behind the rack I have been in the news/uplink buss for 15 yrs bet i could convert that baby fast -- good looking unit

I think you're right. Look at how they made the first widebody bumpers. They just cut them in half and then put a piece of diamond plating over the cut. This vehicle also appears to be on a P32 Chassis.

it has fold down steps on side ,roof must have been capable of supporting weight,mabe some sunbathing,or some star gazing atop the widebody.
