1993 32' Regency LPG tank remote valves issue

My Barth has 2 black knobs in the compartment labeled vapor and liquid that do not turn easily in either direction. They go through a metal panel to the tank where I believe they are shut off valves.The previous owner crawled under the RV and with a wrench would turn them off. I am not able to do that every time I want to turn my LP off or on. Has anyone run into this problem and have a solution? and why is there a vapor valve?

The only thing that uses liquid is the generator. The rest is vapor.

I guess I can't remove either valve but has anyone encountered the bound up remote flexible valves and come up with a cure?
