My loose headliner was repaired by this method . 1- Took off the rubbercover and holder (REMOVED SCREWS).2- REMOVED air conditioner cover and vent fan cover . 3-Used a small sharp ice pick to pull loose material to the above openings.4- Then stapled the gathered material into the space that the air-conditioner and vent fan and rubber cover could hide .5- Then replaced all the items in their original postions .6- Then applied steam heat to shrink very small ridges and any loose material. Using this method had no slices or seeped thru glue. Looks good for now. Believe the original problem maybe the force of air from the air conditioner stretching the material. AND the padding has deteriorated with age (10 years).There was no recognized glue on the pad .Hope this help someone and thank you all for your response to my quest of how not to have to replace the whole ceiling liner.
